How do I reset my Hotmail password when the system does not send a second code?

I reset my hotmail password however it is not working. So I have tried to reset it again, but when it gets to the stage where it sends a second code to my email/phone, I enter the last 4 digits of my phone number but then the window changes to blank and I do not receive a code. I tried again using my email address and the same thing happens. Now it says I have requested too many codes and to wait 24 hours. I have done this the last three days and the same thing keeps happening.

I have 2-factor ID enabled so I can not do an account recovery.

How can I get access to this email account?

    Try logging in using inprivate/incognito mode on a browser or use a different device.

    If none of that works, on the sign-in screen, when prompted to verify identity, pick "I dont have any of these" and follow the prompts to replace your security info. But note that if successful, there will bea 30-day waiting period during which some features may be restricted.

    Last resort will be the account recovery form at account.live.com/acsr and fill it out as much as information as you can. The more accurate detail you provide, the better your chance. There's no guarantee, but it's your only option outside of codes.
