Unable to Create Azure OpenAI Resource due to Region Policy Conflict on Student Subscription

I am currently using an Azure for Students subscription and I am trying to create an Azure OpenAI resource. However, the deployment fails with the following policy error:
Resource 'o*****' was disallowed by Azure: This policy maintains a set of best available regions where your subscription can deploy resources. The objective of this policy is to ensure that your subscription has full access to Azure services with optimal performance. Should you need additional or different regions, contact support..

Following the guidance for this issue, I have investigated my Azure Policy assignments. I found a policy named "Allowed resource deployment regions" which restricts my deployments to the following five regions:

chilecentral

indonesiacentral

malaysiawest

newzealandnorth

eastasia

The core issue is that none of these five allowed regions are available in the region selection dropdown when I try to create the Azure OpenAI service. The list of available regions for OpenAI (such as East US, West Europe, etc.) does not overlap with my permitted regions.

As a user on a student subscription, I do not have the permissions to modify this policy assignment myself.
What should I do?

The Azure for Students subscription has a policy named "Allowed resource deployment regions" restricting deployment to five regions: chilecentral, indonesiacentral, malaysiawest, newzealandnorth, and eastasia. However, the Azure OpenAI service does not offer these regions in its region dropdown. This mismatch causes deployment failure due to the policy preventing resource creation outside the allowed regions.

Azure OpenAI Service is available only in a limited set of regions such as East US, West Europe, etc., and does not currently include the five regions allowed by your subscription policy. The policy restricts deployments to regions that do not overlap with Azure OpenAI's supported regions, causing the deployment to be blocked by Azure policy. You cannot update the policy because as a student subscription holder you don’t have permission.

Recommendation steps you can try:

Use the Azure Portal to raise a free support ticket and explain the issue. They might have options or temporary solutions for students, but solutions can vary by account eligibility. Resolve location ineligible errors - Azure Resource Manager | Microsoft Learn. Access to certain Azure regions is subject to a request process. If you need to use these regions, please follow the required steps to submit your access request: https://learn.microsoft.com/en-us/troubleshoot/azure/general/region-access-request-process.

Different Subscription:

You can create or request access to a Pay-As-You-Go or standard Azure subscription (if your institution can provide one).

These subscriptions usually do not have region restrictions, so you can select a region like East US, where Azure OpenAI Foundry is supported.
