Unable to Create Azure OpenAI Resource due to Region Policy Conflict on Student Subscription

I am currently using an Azure for Students subscription and I am trying to create an Azure OpenAI resource. However, the deployment fails with the following policy error:
Resource 'o*****' was disallowed by Azure: This policy maintains a set of best available regions where your subscription can deploy resources. The objective of this policy is to ensure that your subscription has full access to Azure services with optimal performance. Should you need additional or different regions, contact support..

Following the guidance for this issue, I have investigated my Azure Policy assignments. I found a policy named "Allowed resource deployment regions" which restricts my deployments to the following five regions:

chilecentral

indonesiacentral

malaysiawest

newzealandnorth

eastasia

The core issue is that none of these five allowed regions are available in the region selection dropdown when I try to create the Azure OpenAI service. The list of available regions for OpenAI (such as East US, West Europe, etc.) does not overlap with my permitted regions.

As a user on a student subscription, I do not have the permissions to modify this policy assignment myself.
