Hi! My name is Aj and Im an Independent Advisor here to help! The error usually happens if the account region is different to where the card is issued. In this case you have to update our account region first, before you can add that card.
Sign in to your Microsoft account > go to Your info, then choose Edit profile info to change your country or region to Belarus.
After saving, go to Payment & billing > Payment options and click Add a new payment method, then add your Belarus-issued card.
