when you say, "no image is created and cannot log into AVI after creating from the Azure Marketplace", is it you're most likely deploying VMware NSX Advanced Load Balancer (AVI Vantage) from the Azure Marketplace or Azure virtual desktop
Did you follow any documents for the setup.
